
29 parties may participate in the 2009 Bundestag election
WIESBADEN – The Federal Electoral Committee at its meeting in Berlin on 17 July 2009 ascertained in a binding form for all electoral bodies that 8 parties are sufficiently represented in the German Bundestag or in a Landtag and can participate in the election to the 17th German Bundestag on 27 September 2009 without having to submit supporting signatures. Also, the Federal Electoral Committee has recognised 21 political associations as parties for the 2009 Bundestag election. Those parties may still submit lists of candidates by 23 July 2009, although they have to provide supporting signatures.
The following 8 parties have continuously been represented in the German Bundestag or in a Landtag since the latest relevant election by at least five members based on their own nomination of candidates (Section 18 subsection 4 number 1 of the Federal Elections Act) and therefore are not required to provide supporting signatures when submitting their lists of candidates for the 2009 Bundestag election:
– Parties represented in the 16th German Bundestag:
1. Sozialdemokratische Partei Deutschlands (SPD),
2. Christlich Demokratische Union Deutschlands (CDU),
3. Freie Demokratische Partei (FDP),
4. DIE LINKE (DIE LINKE),
5. BÜNDNIS 90/DIE GRÜNEN (GRÜNE),
6. Christlich-Soziale Union in Bayern e.V. (CSU).
– In addition, the following parties:
7. DEUTSCHE VOLKSUNION (DVU),
– represented by six members in the Landtag of Brandenburg since its latest election on 19 September 2004;
8. Nationaldemokratische Partei Deutschlands (NPD),
– represented by six members in the Landtag of Mecklenburg-Vorpommern since its latest election on 17 September 2006 and by currently eight members in the Landtag of Sachsen since its latest election on 19 September 2004.
The Federal Electoral Committee has recognised as parties the following 21 associations for the election to the 17th German Bundestag (listed chronologically by receipt of their notification of intended participation):

12. Die Tierschutzpartei Mensch Umwelt Tierschutz
13. RRP Rentnerinnen und Rentner Partei
14. REP DIE REPUBLIKANER
15. ADM Allianz der Mitte
16. BüSo Bürgerrechtsbewegung Solidarität

Those parties recognised by the Federal Electoral Committee for the 2009 Bundestag election have to collect supporting signatures for their lists of candidates. Signatures of a minimum of 200 persons entitled to vote in a specific constituency are required for a constituency nomination, while the signatures of at least one of each 1,000 persons of a given Land, who were entitled to vote during the latest Bundestag elections, but of not more than 2,000 persons are required for placing a proposal for a candidate in the Land list.
At the constituency and the Land levels, the lists of candidates will have to be received by the competent constituency returning officers and Land returning officers, respectively, by 23 July 2009 at 6 p.m. at the latest. Their admission will be decided upon by Constituency Electoral Committees and Land Electoral Committees, respectively, on 31 July 2009.
