Delimitation of constituencies for the elections to the 17th German Bundestag

The territory of the Federal Republic of Germany is subdivided into 299 constituencies. The territories of the constituencies for the elections to the 17th German Bundestag are defined in the Annex to Article 1 of the Eighteenth Law amending the Federal Electoral Act (BWG) of 17 March 2008 (Federal Law Gazette I p. 316), last amended by the Announcement concerning the Description of Constituencies for the Election to the German Bundestag of 5 August 2009 (Federal Law Gazette I, p. 2687).

For the 2009 Bundestag election, the German Bundestag redefined 31 constituencies compared to the 2005 Bundestag election. There is an additional constituency for Baden-Württemberg (38 constituencies instead of 37 as at the 2005 Bundestag Election) and Niedersachsen (30 constituencies instead of 29), while the number of constituencies is reduced by one in Sachsen (16 constituencies instead of 17 ) and Sachsen-Anhalt (9 constituencies instead of 10). According to this redefinition, the following constituencies have been added:

These modifications became necessary, inter alia, because of the provisions laid down in Art. 3 (1), sentence 1, nos. 2, 3 and 5 of the Federal Electoral Act. Accordingly, the number of constituencies in each of the Länder shall correspond as closely as possible to a Land's share in the total population. The population of a constituency shall not deviate from the average population of all constituencies by more than 15 percent in either direction; if the deviation amounts to more than 25 percent, the constituency boundaries have to be redrawn. The basis of these calculations is the German population. Furthermore, the boundaries of the municipalities, administrative districts and towns not attached to an administrative district shall be adhered to if possible.

In addition to these alterations, 45 constituencies in total have been redrawn mostly due to territorial reorganisations of local government and administrative reforms in various Länder. In addition to that, many constituencies received a new number when constituency boundaries were redrawn between Sachsen and Sachsen-Anhalt and between Baden-Württemberg and Niedersachsen.
 
Accordingly, the 299 constituencies are distributed among the 16 Länder as follows (constituency numbers in brackets):

The “map of constituencies for the elections to the 17th German Bundestag“ presents the delimitation of constituencies which will be valid at the next Bundestag election. The multi-coloured map shows the numbers and boundaries of all constituencies and their composition of administrative districts and towns not attached to an administrative district and, separately, the delimitation of constituencies of those large cities which are subdivided into several constituencies.
