Grouping

In accordance with Rule 10 (4) of the Rules of Procedure of the German Bundestag, members who wish to form an association but do not reach the prescribed minimum strength for parliamentary group status may form a grouping. They may be recognized as a grouping but shall not be given the rights to which parliamentary groups are entitled (for instance, nominate a Vice-President of the Bundestag).

 
After having entered the Bundestag in 1994 on the basis of the clause on the minimum number of constituency seats required for party representation in Parliament, the deputies of the PDS formed a grouping. When the party obtained only two constituency seats in 2002, its application for being granted the status of a grouping was rejected.
