Immunity

A deputy may, as a matter of principle, only be called to account for a punishable offence for the duration of his mandate with the permission of the German Bundestag. The absence of this permission constitutes an impediment to the prosecution of criminal offences. The purpose of immunity is to guarantee the proper functioning of parliament and to protect its good reputation. Thus, immunity constitutes a parliamentary right, not a right of the individual deputy.
