Election procedure

The German Bundestag is elected on the basis of a procedure combining majority voting (first vote) and proportional representation (second vote).

The European Parliament is elected according to the principle of proportional representation on the basis of lists. In contrast to Bundestag elections, every voter may cast only one vote.
