2021 Bundestag Election: Federal Electoral Committee decides on recognition of parties

WIESBADEN – The Federal Returning Officer, Dr. Georg Thiel, has invited the Federal Electoral Committee to convene for its first regular meeting for the election to the 20th German Bundestag. At the public meeting, the Federal Electoral Committee will discuss and decide on the recognition of political associations as parties for the election to the Bundestag on 26 September 2021. The meeting will be held in the German Bundestag building in Berlin, Marie-Elisabeth-Lüders-Haus (entrance Adele-Schreiber-Krieger-Straße 1), room 3.101 (Anhörungssaal), on Thursday, 8 July 2021, 9 a.m. and on 9 July 2021, 9 a.m.

For all electoral bodies of the coming Bundestag election, the Federal Electoral Committee will establish with binding effect:

  1. which parties have been continuously represented by at least five members of the German Bundestag or a Land parliament since the last election to the relevant assembly and on the basis of nominations made by the party itself. These parties will be entitled to submit nominations without being required to submit supporting signatures.
  2. which of the other associations that have notified the Federal Returning Officer of their intended participation in the election to the 20th German Bundestag have to be recognised as parties for that election under Section 2 of the Political Parties Act.

The findings of the Federal Electoral Committee may be contested within a period of four days by lodging a complaint with the Federal Constitutional Court.

Upon expiry of the statutory exclusive period on 21 June 2021 at 6 p.m., 87 associations had notified the Federal Returning Officer of their intended participation in the 2021 Bundestag Election, as was reported on 22 June 2021 (2017: 63 notifications of participation).

Due to restrictions caused by the COVID-19 pandemic, no audience will be admitted to the Federal Electoral Committee meeting except for media representatives. It is however ensured that the meeting will be accessible to the general public as it will be transmitted live on the internet at https://www.bundestag.de. As of the subsequent day, the recorded meeting can be retrieved at https://www.bundestag.de/mediathek.

Notes for media representatives:

Due to applicable infection control measures, there are limitations to the participation of media representatives.

Please register with the press office of the Federal Returning Officer (e-mail: pressestelle@bundeswahlleiter.de) by 5 July 2021, 6 p.m. by indicating your surname, first name, date of birth, place of birth, phone number and medium and attaching a photocopy of your press card. Registrations will be accepted or refused after the registration deadline has ended.

In addition, all media representatives always require valid accreditation to enter the Bundestag buildings (www.bundestag.de/presse/akkreditierung).

Please note the measures taken to ensure compliance with social distancing and hygiene standards required due to the coronavirus pandemic. There is an obligation to wear an FFP2 face mask in the buildings and all rooms of the German Bundestag.
